Fountain Creek Vision Task Force
Process Framework

Mission and Ob1ectives
The mission ofthe Fountain Creek Vision Task Force is to prepare a comprehensive strategic plan
for the Fountain Creek watershed. This plan will incorporate and address other planning, scientific,
and visioning documents, but it will also build on them to create a shared vision and layout a plan
of specific actions the participating entities can take to begin to realize the shared vision for the
Fountain Creek.

Some elements of this plan will include:
. Input from the public and from relevant public agencies
. Identification of key issues
. Strategic planning, with specific actions and deadlines
. Implementation planning, including fundraising
. Public outreach to share plan and get feedback
. Intersection and interaction with other planning processes, scientific studies, etc. (some of
these other plans and processes are listed below)

Structure Ideas
. The full Fountain Creek Vision Watershed Task Force
o The Task Force is large and open to anyone who is interested in participating. It
includes representatives from:
. Local governments and agencies, including towns, cities, counties, and
utilities
· State government agencies
. Federal government agencies, including the military
. Citizens and landowners, who may be directly and/or indirectly affected
· Environmental organizations
· Land conservation organizations
· Members of Colorado's congressional delegation
o The Task Force will meet at least quarterly to hear reports from the Consensus
Committee and Working Groups.
o The Task Force will be the primary venue for people who are not involved in
working groups or the Consensus Committee to hear what has been discussed and to
provide input into the process.

. Consensus Committee
o Although anyone who is interested in the issues surrounding the Fountain Creek may
join the Task Force and attend meetings, the Consensus Committee of the Fountain
Creek Task Force is the decision-making body.
o The Consensus Committee is a representative group of 28 individuals, interests,
agencies, and organizations that will meet monthly and make decisions by consensus
with the help of a professional and/or trained facilitator.
o The Consensus Committee will receive monthly reports from working groups and
will report back to the full Task Force.
