II
"
.. ..:
I

and continue to work with the interested parties on proceeding as contemplated in the
MOU.

Southwest Hydrology Cloud Seeding Issue: The March/April 2007 issue features
articles about cloud seeding on pages 16-29 and is included in the board member
notebook providing a great overview of recent advancement and unanswered questions
around the topic. Articles included are: the basic types of seeding, a management and
feasibility perspective to Upper Colorado River Basin seeding, air pollution (inadvertent
weather modification) vs. intentional seeding (advertent weather modification), weather
modification law, results from the Wyoming experiment, research needed, the U.S.
Congressional Bills to authorize and fund research, and a map of the western state's
current programs. Staff believes this is a good primer for the board to start thinking
about the CWCB/s weather modification permitting program and the Colorado River
Negotiations and provide guidance as to the state's role and future directions. Staff will
bring forward a board memo and draft board weather modification policy for
consideration. It will also be pertinent to include a discussion of the statutes and rules
and regulations and statutes sunset provision for program guidance and clarification.
This will hopefully be presented at the July 2007 CWCB meeting.

.

Dolores Water Conservancy District Seeks General Manager: Applications are
now being accepted for the position of General Manager, Dolores Water Conservancy
District, Cortez, Colorado. The General Manager of the District serves at pleasure and
under the direction ofthe 7-member Board of Directors. The General Manager plans,
directs, and oversees the operations of the District and the Dolores Project, including the
administrative, personnel management, engineering, operations and maintenance, and
financial management functions of the District. The General Manager is responsible to
lead the District's strategic planning efforts and to conduct and coordinate all
communications with federal, state, and local agencies, and the constituents of the
District. The General Manager is to provide guidance to the Board of Directors in their
policy-making role through regular communications, written materials and data, and the
conduct of monthly board meetings.

The District Board of Directors is looking for qualified candidates that possess a keen
understanding of the role and importance of water resources to the livelihood of rural
communities, and with the highest of ethical standards, work ethic, and the ability to
communicate effectively and to demonstrate leadership in varying public settings and
decision-making processes. Senior management level experience is beneficial. Public-
sector administration or business experience is desired, and a Bachelors Degree, or
higher, is desired, preferably in public administration, business, engineering, or law.

.

29
