<br />.~ <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />L <br /> <br />Platte River Basin <br /> <br />Ovid Reservoir: In November 2006, the District 64 Reservoir Company formed as a <br />non-profit mutual ditch company, to purchase the Ovid Reservoir site, conditional water <br />right decree (5,800 AF with refill), and preliminary engineering, from the Groundwater <br />Appropriators of the South Platte (GASP). Since the purchase, Company representatives <br />have had several meetings with SPWRAP members (South Platte Water Related <br />Activities Program) and CWCB staff to begin discussions on possible partnerships for <br />the development and use of the reservoir. The Company has been working on a SB-179 <br />Grant Application to be submitted in July 2007. In addition, discussions have begun by <br />CWCB staff on the possible use of $500,000 in existing State funding (SB 01-157), <br />intended to be used for a feasibility level continuation of the Lower South Platte <br />reservoir sites reconnaissance study completed in 2001. It is envisioned that the parallel <br />studies would be coordinated by a joint committee. The Company efforts would focus <br />on technical issues related to the reservoir construction (revised hydrologic/operations <br />model, final design documents, construction and O&M costs, permits), and the CWCB <br />efforts would focus on policy issues related to operation and usage of the reservoir <br />(potential uses/partnerships, legal considerations, reservoir operating plan/agreement, <br />facilities ownership & management, financing). Potential uses of the reservoir are <br />agricultural well augmentation, water administration and Compact management, Platte <br />River Recovery Implementation Program (3-States) activities, and other fish and wildlife <br />opportunities. <br /> <br />Chatfield Reservoir Reallocation Study Update: The Chatfield Reservoir <br />Reallocation team is extremely pleased that the U.S. Army Corps of Engineers approved <br />$354,000 in the FY 07 budget for continuing efforts on the project. The funding was part <br />of a Continuing Resolution authority approved by Congress last month. In addition, the <br />local water users recently provided and extra $200,000 in cash funding for EIS study <br />purposes. A revised study schedule from the Omaha Corps is pending, and will reflect <br />all remaining tasks in order to obtain a Record of Decision from the Assistant Secretary <br />of the Army (ASA) as soon as practicable. <br /> <br />The fundamental scope of the study is to look at the feasibility of converting flood <br />control storage space in Chatfield Reservoir, owned by the U.S. Corps of Engineers <br />(Corps), into water supply storage space.
