<br />C.R.S. 37-75-102 as related to impacts of existing water rights and agreements. <br />David Merritt, representing the Colorado River Water Conservation District, <br />stated it was the intent that the study would be in compliance with this threshold <br />criteria. Eric Wilkinson recused himself from this agenda item. The motion was <br />approved (7-0). <br /> <br />Tape 2, Track 3 00:25:58 - 00:34: 18 <br />Action: A motion was made by John Redifer and seconded by Harris Sherman to approve <br />a Colorado Basin Account Grant Request Application in an amount up to <br />$40,000 from the Water Supply Reserve Account to the Ruedi Water and Power <br />Authority in the Colorado River, Roaring Fork, Frying Pan, and Crystal Rivers <br />for the Roaring Fork Watershed Plan in Garfield, Pitkin, Eagle, and Gunnison <br />Counties to assess the entire Roaring Fork watershed and develop a <br />comprehensive study to determine the overall demand for consumptive and non- <br />consumptive water uses, to provide a mapping oflocal water resources, and to <br />determine the connections between local land use decisions and local water <br />resources. Funding will be contingent upon resolution of the items in the <br />issues/additional needs section of the application. Harold Miskel asked if the <br />Roaring Fork Watershed Plan met Threshold Criteria #2, in that the application <br />would result in a water activity that is consistent with C.R.S. 37-75-102 as related <br />to impacts of existing water rights and agreements. Mark Fuller, representing the <br />Ruedi Water and Power Authority, stated it was the intent that the study would <br />be in compliance with this threshold criteria. The motion was approved <br />unanimously (8-0). <br /> <br />Tape 2, Track 3 00:34:18 - 00:37:49 <br />Action: A motion was made by John Redifer and seconded by Don Schwindt to approve <br />a Statewide Account Grant Request Application in an amount up to $200,000 <br />from the Water Supply Reserve Account to the Colorado River Water <br />Conservation District in the Colorado River Basin for completion of the Upper <br />Colorado River Endangered Fish Recovery Program - Alternative Analysis to aid <br />the recovery of four species of fish listed as endangered under the Endangered <br />Species Act, in the "IS-Mile Reach", which extends from the confluence of the <br />Gunnison River upstream 15 miles to the Grand Valley Irrigation Company <br />Diversion Dam near Palisade, Colorado. The purpose of the project is to study <br />alternatives that can provide a permanent supply of 10,825 acre-feet of water <br />annually to the IS-mile reach. Funding will be contingent upon resolution of the <br />items in the issues/additional needs section of the application. The motion was <br />approved unanimously (8-0). <br /> <br />Tape 2, Track 3 00:37:49 - 00:45:39 <br />Action: A motion was made by John Redifer and seconded by Harold Miskel to approve <br />a Statewide Account Grant Request Application in an amount up to $1,500,000 <br />from the Water Supply Reserve Account to Grand County in the Colorado River <br />Basin - Fraser River, for the Vail Ditch Project to provide new water supplies for <br />environmental and municipal needs in Grand County at the headwaters of the <br />Fraser River near Winter Park. Funding will be contingent upon resolution of the <br />items in the issues/additional needs section of the application.
