<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SUMMARY AND CONCLUSIONS <br /> <br />Alternative Five - Undetained Diversion to Boxelder Creek is the preferred alternative because it <br />is a multi-purpose project that addresses a number of points for the Town. This alternative <br />addresses the purpose of removing the floodplain from the eastern portion of town and also <br />provides benefits that accrue to the overall town and its residents. <br /> <br />The preferred alternative is a multi-dimensional project that addresses a number of points in the <br />comprehensive plan in addition to removing the Coal Creek Floodplain from within the town <br />planning area. A variety of public, quasi-public and private mechanisms are available to fund a <br />various parts of this multi-use project. <br /> <br />It is recommended that the design phase and the funding phase of the planned project begin <br />immediately and concurrently. It is believed that a consortium of parties can be gathered to fund <br />the project. The costs identified in this report are being used to begin a dialogue with the potential <br />funding parties. <br /> <br />Concurrent with developing the funding sources, the design phase should be entered because of <br />the length of time needed to finalize design documents, coordinate with review agencies such as <br />FEMA. As data is developed during the design phase it will be used to refine the estimate of <br />project costs and ultimately determine the final project cost. <br /> <br />A creative project such as construction of the Undetained Diversion to Boxelder Creek will <br />provide benefits to the town and provide exposure regionally, state-wise and even nationally for <br />what a small community can successfully accomplish. <br /> <br />18 <br />
