While it is beyond the
scope of this report to fully develop the funding sources and their committed levels of funding,
several ideas are presented that identifY funding and the project components each funding source
is being asked to fund.

The overall funding concept is to make grant or loan requests for appropriate project components.
The Town wishes to minimize their initial cash outlay.

However, the town has developed cash flow documents that demonstrate that development fees
can pay for loan debt service on anticipated loans. Furthermore, the Town is in the initial stages of
evaluating Storm water Utility Fees and developing a Special District. A portion of the fees under
one of these enterprise funds will be used to provide a revenue stream for debt service and
maintenance of the facilities planned in this report.

The following list is not meant to be comprehensive nor have the stated sources committed to the
proposed project. The stated entities are examples of the sources that are being approached or
will be approached to fund the multi-use project planned in this report.

POTENTIAL FUNDING SOURCES AND RELEVANT PROJECT ASPECTS
Table III

POTENTIAL FUNDING SOURCE RELEVANT PROJECT ASPECTS
Department of Local Affairs (State) Community Improvement
Department of WIldlife (State) Habitat Improvement
Colorado Lottery Funds (State) Parks, Open-space, Bike Trails
Colorado Water Conservation Board (State) Floodplain Improvements and Engineering
Design
Larimer County (Local) Vehicle Bridges, Open-space and Bike Trails
Special District - Coal Creek Basin Drainage Floodplain and Drainage Improvements
District (Local, yet to be formed)
Rural and Community Development (Federal) Overall Community Development
COOT - Transportation Efficiency Act (State) Bridge Improvements and Alternate
Transportation
FEMA (Federal) Floodplain Mitigation

17
