<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />pipe is required because of the pipe's age and wood construction, which are judged <br />inadequate to withstand the increase in system pressure resulting from the new tank. <br />The 12 inch pipe segment lies within the Highway 24 right-of-way and is a part of the <br />transmission main extending from the water treatment facility to the Town core, The 6 <br />inch wood main lies beneath Eagle Street, and serves approximately 15 customers. <br /> <br />The Minturn Town Council has declared the upgrade of the water distribution system to be its <br />highest priority infrastructure project because of the health and safety concerns addressed by the <br />improvements. While the focus of the project is replacement of existing components rather than <br />growth-related system expansion, the improved level of service and increased fire protection <br />should enhance the Town's ability to attract future development, as well as presenting a <br />significant improvement to the overall quality of life enjoyed by the Town's residents. <br /> <br />II. PROJECT PLANNING AREA <br /> <br />A. Location <br /> <br />The water system upgrade project is designed to benefit both residential and non-residential <br />water customers within the entire Town of Minturn. Minturn is located in Eagle County, along <br />the upper portion of the Eagle River. The town lies primarily on the western side of the narrow <br />river valley, while the Southern Pacific Railroad runs along the eastern side. The river valley <br />trends northwest-southeast through the town, Topographic elevation ranges from approximately <br />8,000 feet above sea level at the southeast end of town to approximately 7,800 feet at the <br />northwest limit. Figure 1 shows the physiographic setting of the town, the limits of <br />incorporation, and- the location of both the water treatment facility on Cross Creek and the <br />existing water storage tank on the valley wall above the town core, <br /> <br />The proposed location of the new storage tank and the sections of water main which are to be <br />replaced are also highlighted in Figure 1. The new storage tank is to be constructed. on <br />unincorporated land owned by the Town of Minturn. The Town is currently proceeding with <br />annexation of that parcel. The new 12 inch main will be constructed within an existing utility <br />easement located inside the State Highway 24 right-of-way. The 6 inch water main lies along <br />Eagle Street in the downtown area. The water supply pumps will be located on top of the <br />existing clearwell at the water treatment plant. The plant is located on a parcel of land for which <br />the Town has a long-term lease with the school district. <br /> <br />B. Environmental Resources Present <br /> <br />The Town of Minturn is located in a rural, mountain setting. Within the town limits, a variety <br />of land use is found.
