Subject: Construction Cost Estimates for Proposed Dam and Proposed Dam Enlargement -
Technical Assistance to States Program

Dear Mr. Delange:

We have completed our reconnaissance-level cost estimates for the construction of the
proposed Martinez Dam and the proposed enlargement of Stevens Dam. The estimated
construction cost, at the April 1996 price level, for Martinez Dam is $3,300,000 and the
estimated construction cost for the enlargement of Stevens Dam is $800,000. (Note: Copies
of the estimates, including backup data, were hand delivered to you by Pat Page of my
staff on August 13, 1996). Neither estimate includes costs for relocating utilities nor
structures. Also, due to lack of data, several assumptions regarding construction materials and
dam design were incorporated in the preparation of the Stevens Dam enlargement cost
estimate. To obtain a more accurate estimate for this project, we recommend that the
following types of investigations work be performed: 1) a site survey of the dam and
surrounding area to verify the topography (two drawings received from PAWSD seemed to
have conflicting topography data in some areas), 2) investigations of the existing dam
(including the embankment and foundation) to determine the actual makeup of the dam, its
structural condition, and the design for the enlargement, and 3) borrow area investigations to
determine location, quantity, and quality of construction materials.

If you are interested in the concept of us performing this additional work, or if you would like
us to prepare a revised cost estimate once these investigations are completed, please submit a
letter of request so that we may prepare a scope of work to determine the availability of
