<br />Aooendix 3 <br />CWCB Construction Fund Loan Aoolication <br />submitted bv the Town of Minturn <br /> <br />Response to Part B, Item 5. <br /> <br />A. Brief Project Description: <br /> <br />The Bolts Lake Project is a multi-purpose activity. The primary need for <br />the project is the utilization of the existing Bolts Lake as a surface storage facility <br />for the Minturn water system. A secondary purpose will be the utilization of the <br />water reservoir as a recreation facility. A wetlands area containing the existing <br />conveyance ditch from Cross Creek will be maintained as an open space area. <br /> <br />There is an existing dam for the Bolts reservoir. However, upon orders <br />from the Office of the State Engineer, Paramount (now Viacom) as the current <br />operator of the reservoir but not the dam owner, was issued an order to lower <br />the spillway to a point 11.5 feet below the dam crest. This order was issued <br />November 18, 1994 and was to be affective by December 1, 1994. This was <br />done. The dam will remain breached until it reconstructed to the safety <br />standards of the State Engineer. <br /> <br />The Town has senior water rights on Cross Creek; however, low <br />water flows during at least three winter months coupled with future growth <br />pressures will strain the Town's water system unless additional storage is <br />developed. There have been occasions during whiCh the town has had to <br />breach upstream beaver dams to fill its clear well. <br /> <br />B. Purpose and Need: <br /> <br />With the rapid growth being experienced in Eagle County, Minturn will not <br />be able to meet its distribution needs without improvements on the raw water <br />side of the system. It is fast approaching the need to consider more surface <br />storage to assure an adequate year-around supply. <br /> <br />It can be seen on Attachment No. 1 that the January record Iqw flow is <br />only 10 percent of the average January flow. It is for this situation that it is <br />essential for the Town of Minturn to establish sufficient surface storage that it <br />can supplement these low flow that have a frequency of about once in 10 years. <br />Supplemental storage is needed in other years but not to the extent shown on <br />the low flow record. Additionally the Bolts Lake reservoir could have a beneficial <br />
