<br />· NOV'-02-2000 THU 10: 14 AM NOl TE ASSOC I ATES <br /> <br />FAX NO. 9702212415 <br /> <br />P. 04/07 <br /> <br />. <br /> <br />Task 3 - Feasibility Study Re,port <br /> <br />The Feasibility Report will be prepared containing the findings and recommendations for each of <br />the project alternatives and discuss how the Storm Drainage Master Plan impacts the project. <br />After comp1etil18 the hydraulic analyses, the project team win develop a draft priority Jist based <br />on factors such as cost, technical feasibility and community priorities. <br /> <br />Many times it is diffICult to quantify community priorities because they are commonly based on <br />intangible factors. T1uefore. NoltelEDRC will work with th; Town to identify a process of <br />incorporating the intlUlgiblc needs of the community into prioritizing the alternatives. The <br />engineering team will work closely with the Town staff who will prepare and provide the <br />economic and :t'inan;ial portions ofthc fuasibitity analysis. The report is to be completed in a <br />specific format as required by the ewes (see below). Economic and financial information of <br />the Town of Wellington is required as part of the report. This information will include details <br />about the Town's intentions regarding the repayment of a construction loan from CWCB. A <br />guaranteed source of funding will be required (not contributions from the General Fund). In <br />addition, information regarding the Town)s experience in repaying similar obligations will be <br />required.. The NoltclEDRC team. will rely on the Town staff to prepare this data. <br /> <br />The selected project will be documented in the Final Feasibility Report. The preferred alternative <br />will have a more complete cost evaluation for inclusion into the Final Feasibility Report. The <br />study requires a significant aIOOunt of input from the Town for completion. This means <br />information provided to the report by Town stafT'a.nd information provided from the citizens at a <br />public information meeting. <br /> <br />As stated abovc) the CWCB has a specific format for oompleting the Feasibility Report. An outline <br />of the ~uired format is shown below. The deadline for submission ofthcFeasibility Report is <br />January 2001 to meet the budget cycle for the state9s fiscal year 2001. The project team will work <br />ill concert with the Town staff to meet this important deadline. <br /> <br />The "Coal Creek Drainage Feasibility Study" will generally conform to the following outline. <br /> <br />.
