The requested loan increase is due to cost overruns <br />incurred during design and construction of the project and for costs associated with fmalizing the <br />Letter of Map Revision to be submitted to the Federal Emergency Management Agency (FEMA) <br />for approval and revision of the area floodplain. <br /> <br />BACKGROUND <br /> <br />At the January 2000 board meeting, the Colorado Water Conservation Board (CWCB) <br />approved a loan to the District in the amount of $730,000, from the Severance Tax Trust Fund <br />Perpetual Base Account. At the March 2000 board meeting, CWCB approved an additional loan to <br />the District in the amount of $770,000 from the Severance Tax Trust Fund Perpetual Base Account. <br />The total $1,500,000 loan authorization by the CWCB in 2000 was for the design and construction <br />of a regional stormwater detention pond to mitigate flooding problems within the District's service <br />area. <br /> <br />The District is located in southern Weld County encompassing the towns of Frederick, <br />Firestone, Dacono, and the unincorporated community of Evanston. These communities lie within <br />what is referred as the Tri-Town Drainage Basin, which encompasses approximately 1,600 acres. <br />Prior to the construction of a regional detention facility no significant upstream detention ponds <br />existed or an adequate conveyance facility to carry the stormwater flows through these <br /> <br />1 <br />
