<br />"'~' <br /> <br />. <br /> <br />. <br /> <br />D. The Bureau and the Recovery Program will incur some <br />additional costs as a result of participation in the study. These <br />costs will be considered as part of the FY 90 and FY 91 budget for <br />program management for the Program and the Bureau. <br /> <br />E. The Board funding will be provided under a separate <br />agreement between the Board and the District. In addition, the <br />Board will incur costs estimated at $6,200 in FY 90 and $6,200 in <br />FY 91 to support the proj ect. These additional costs will be <br />considered part of the state of Colorado's annual in-kind <br />contribution to the Program. <br /> <br />F. Costs incurred by the District for participation in <br />the study over and above the $100,000 for the technical services <br />contract will be considered a District expense and will not affect <br />the Recovery Program budget. <br /> <br />2. Institutional Arrangements. <br /> <br />A. The District will be responsible for administering <br />a contract for technical services to conduct the study described <br />in Attachment 1. <br /> <br />B. A technical steering committee will be established <br />to: 1} publish a newspaper advertisement describing the project and <br />requesting statements of qualifications; 2) review and evaluate <br />the statements of qualifications; 3} prepare requests for proposals <br />and establish criteria for evaluating proposals; 4} review <br />proposals and interview firms; 5} rank the firms based on the <br />proposals and interviews; 6} make a final recommendation for <br />selection of a contractor to conduct the study; and 7} assist in <br />negotiations and contracting process. <br /> <br />The technical steering committee will also provide <br />technical assistance and guidance, and review technical data <br />produced for the study. The committee will include representatives <br />of the District, the Bureau, the Program and the Board. A <br />representative of The Nature Conservancy will be invited to serve <br />on the committee. <br /> <br />C. The parties to this memorandum will provide <br />\ representatives to serve on the Public Advisory Committee described <br />in Attachment 1. . <br /> <br />D. The committees established for the study will be <br />chaired by District representatives. Formal communications with <br />the firm selected to conduct the Study will be made through the <br />District. <br /> <br />2 <br />
