Model will construct a channel section (to be hydraulically rated) in the Model Ditch <br />below the outlet from the Black Hills Reservoir capable of measuring the maximum design <br />outlet capacity of 250 cfs, install a continuous recording device to measure the <br />approximate water surface elevation in the rated channel section, and install a readily <br />observable staff gauge. In addition, Model will provide a rating table relating water <br />elevation in the channel section to discharge <br /> <br />5. Model will install a continuous flow recording device at the flume in the Model Ditch at <br />Earl. <br /> <br />6. Model will construct additional waste way capacity from the Model Ditch below the Black <br />Hills Reservoir at Furness Arroyo. The waste way at Furness Arroyo will be modified to <br />include head wall, gates, check structure and channel geometry necessary to provide a <br />waste way capacity of 110 cfs. Model will also install a flume or an engineered, <br />constructed, rated channel section approved by your office (hereinafter referred to as the <br />"engineered channel section") downstream of the Furness Arroyo waste way so that the <br />amount of water released through the waste way can be accurately measured. The flume <br />or engineered channel section will have a minimum measuring capacity of 110 cfs. Model <br />will create a table for the flume or engineered channel section relating stage to discharge <br />and install a staff gauge for measurement of water. A continuous stage recording device <br />at the waste ways is not required at this time, so long as Model installs the continuous <br />recording device at Earl. <br /> <br />7. If it is determined that water has been stored out of priority in the Black Hills Reservoir, <br />Model will, upon your order, cause water to be released from Model's water entitlement <br />stored in Trinidad Reservoir up to the maximum rate pennitted by the U.S. Army Corps of <br />Engineers up to the amount of water stored out of priority. <br /> <br />8. If Model is unable to release a sufficient amount of water from Trinidad Reservoir as <br />described in paragraph 7, Model will, upon your order, release water from the Black Hills <br />Reservoir up to the maximum waste way capacity, and release that water back to the <br />Purgatoire River through the waste way in the Model Ditch described in paragraph 6 <br />above. Water released from the Black Hills Reservoir will be measured at the flume or <br />engineered channel section downstream of the Furness Arroyo waste way described in <br />paragraph 6 above. <br /> <br />9. The schedule for completion of the work described above is as follows: <br /> <br />a. Substantial completion of construction of the repairs to the Black Hills Dam will <br />be about May 22,2000.
