Three areas the county can look at: design, installation and long term maintenance.

Not much long-term maintenance is happening in the mountains right now.

The best system so far is a septic tank with a circulating sand filter. The
disadvantage is more piping is required with a potential for breaks, etc.

Water Quality Control Commission (WQCC) website - report on risk management.

National Nutrient Criteria: Estimates numbers for nitrates in streams and ground
water. Russ Clayshulte on board. Required to be in place by 2003. This would
view independent septic systems as point sources.

Bear Creek Watershed Association nitrate numbers for last year were at 140,000 Ibs
for Bear Creek and 15,000 Ibs. for Turkey Creek.

The TMDL study being done for the South Platte will estimate nitrate standard. First
such effort in Colorado.

Thornton has several large lot developments being proposed that will be on septic
systems:

· 500-800 lots with 1.1 acre and up, to get past definition of "urban."

· Ad Hoc large lot task force has been set up by DRCOG, and is proposing septic
system management plan.

· 6% of people in the 8-county DRCOG region are currently on ISDS -
approximately 54,000 households. It is anticipated there will be 78,000-100,000
households on septic systems by 2020.

· Some new technologies are being developed.

Wetland technology, applied on a small scale, has been successful - though not
always.

Tom Bennett with the State has been a champion of wetlands systems, but isn't
given the resource support from State to move this ahead.

Jeffco is partnering with CSM to examine alternative advanced treatment systems.
Rocky Mountain Treatment Center is being established. Other states/regions have
such research systems (Wisconsin and others).

The State has some problems with evaporative and possibly wetland systems due
to water rights issues.

Marshdale effluent is being trucked to Conifer for treatment?

There is concern about water not recharging into the area it's withdrawn from, in
cases where sewage hauling is occurring.

MGWRS Steering Committee Meeting
February 18,2000

Page
