EWE will provide eng~neering
services, at a feasibility level, to evaluate the repair of and
possible enlargement of Red Mesa Dam. financially feasible
plan can be identified, more detailed tudI s such as plans and
specifications, would be conducted duro the pre-construction and
construction phase, which is not include this contract.

EWE understands that funds for t~' s engineering work would be
partially provid. ed by the Colorado. er Conservation Board (CWCB)
and will conduct this study to meet requirements. HWE will
also coordinate with the CWCB to ob ain the funding for the
feasibility study. If a feasible plan is identified, most likely
construction funds will. be eted from the CWCB, HWE will
conduct the work in a manner a a sc dule suitable for the request
to the CWC~ in 4he fall of 19. - ,

The general philosophy of the. feasibility study will be to
determine the plans and cost to rehabilitate the dam to meet
current dam safety stan~a ; then evaluate enlargement of the dam
in conjunction with the ehabilitation. The analysis and
evaluations will be d to the extent necessary to make
decisions. If information arises that shows the enlargement in not
feasible, the enlargement work will be discontinued and the
rehabilitation analysis will proceed only as far as necessary.

The tasks and the estimated hours to perform each task are listed
in the following table. As is explained below, if the work can be
performed in less time than listed in the table, the Company will
only be 'charged for actual hours worked. HWE will make every
attempt to minimize the time required to make the evaluations.

APPENDIX A
