The proposed project will <br />lessen the impacts of flooding by following the low area alignment as desired by the town, Also, the south <br />railroad access road between the railroad and Spruce Street will remain in place, allowing utilization by <br />the residents, These two concerns are changed by the proposed design, which were the Town's objections <br />to the previous project, The Town prefers the proposed project, <br /> <br />The design capacity of the proposed system is a little greater than the 1993 design, exceeding the S-year <br />frequency. Thus, the proposed project is considered a variation (alignment) of the 1993 design in that it <br />accomplishes the same design level. <br /> <br />If accepted for funding, the design should proceed to optimize the work on Spruce Street and on <br />Washington Street to reduce construction costs, and the design should look at ways to increase channel <br />capacity without major cost increases, Also, grading of the SprucelWashington intersection, Washington <br />south of Spruce, and Spruce east of Washington should be considered, <br /> <br />The costs are slightly higher than the 1993 design, Two areas, Washington and Spruce, will be looked at <br />in more detail during design to keep the costs closer to the previous estimate. <br /> <br />In conclusion, the preliminary design of the proposed channel meets all the objectives. The Town is in <br />favor of the alignment, the capacity is essentially the same as the 1993 design, and the costs are comparable <br />to the previous estimate, <br /> <br />,,\\\11 III~""" <br />,....."
