<br />DATE: <br /> <br />December 27,2005 <br /> <br />TO: <br /> <br />Gunnison Basin Roundtable Members <br /> <br />FROM: <br /> <br />Michelle Pierce, Chairperson <br /> <br />SUBJECT: <br /> <br />Report <br /> <br />In order to avoid taking up any unnecessary time during our meeting, and in an attempt to keep <br />everyone as informed as possible, I wanted to take a few minutes to report on my activities as <br />chairperson and provide additional back up information for the agenda. <br /> <br />During our approval of the agenda, I would like to include some discussion about a structure for <br />our meetings. My inclination is to set a fairly tight and focused agenda in order to keep our <br />meeting time productive. However, I've also seen times in our previous meetings when a little <br />free-wheeling discussion could be very useful and informative. It's been suggested that we <br />might want to include time at the end of the meeting for further discussion of topics that arise <br />during consideration of the agenda items. I'll appreciate hearing everyone's thoughts about this. <br /> <br />I've had some communication with Representative Kathleen Curry regarding her <br />recommendations for the IBCC charter. Her recommendations are: <br /> <br />1. That agreements/compacts can only assume to be adopted if each of the involved <br />basins agree to the compact by consensus, not just a simple majority. It would probably be <br />ok to allow each basin to use its own definition of consensus. <br /> <br />2. That the charter be incorporated into statute, so in order to change it the IBCC must get <br />legislative approval. <br /> <br />3. That the impacts of a proposed agreement between basins on the respective interstate <br />compact requirements be identified, and that such agreement have no impact on the state's <br />ability to meet its compact requirements. <br /> <br />4. That the economic, environmental, and other impacts of a proposed agreement on the <br />involved basins be identified (and mitigated or compensated?) prior to roundtable final <br />action on an agreement. <br /> <br />Kathleen wants to know how the roundtable feels about these four concepts. Furthermore, <br />since we appointed an alternate to the IBCC (Olen Lund) we will probably also want to <br />recommend that the charter provide for one. <br /> <br />As shown on the agenda, I received a written request from Dave Miller for time on a future <br />agenda to brief us and discuss a revised proposal for the Union Park project.
