FLOOD INSURANCE STUDY
ROUTT COUNTY, COLORADO AND INCORPORATED AREAS

1.0 INTRODUCTION

1.1 Purpose of Study

This Flood Insurance Study (FIS) revises and updates information on the existence and
severity of flood hazards in the geographic area of Routt County, Colorado, including
the City of Steamboat Springs; the Towns of Hayden, Oak Creek, and Yampa; and the
unincorporated areas of Routt County (referred to collectively herein as Routt County),
and aids in the administration of the National Flood Insurance Act of 1968 and the
Flood Disaster Protection Act of 1973. This study has developed flood-risk data for
various areas of the communities that will be used to establish actuarial flood insurance
rates and to assist the communities in their efforts to promote sound floodplain
man~gement. Minimum floodplain management requirements for participation in the
National Flood Insurance Program (NFIP) are set forth in the Code of Federal
Regulations (CFR) at 44 CFR, 60.3.

In some States or communities, floodplain management criteria or regulations may exist
that are more restrictive or comprehensive than the minimum Federal requirements. In
such cases, the more restrictive criteria take precedence and the State (or other
jurisdictional agency) will be able to explain them.

1.2 Authority and Acknowledgments

The sources of authority for this FIS are the National Flood Insurance Act of 1968 and
the Flood Disaster Protection Act of 1973.

Town of Hayden

The hydrologic and hydraulic analyses for the original study for the Town of Hayden,
published in December 1977 (Reference 1), were performed by the U.S. Bureau of
Reclamation (USBR) for the Federal Insurance Administration (FIA) under
Inter-Agency Agreement Nos. IAA-H-12-16 and IAA-H-28-75, Project Order Nos. 1
and 2, respectively. This work was completed in December 1976.

Town of Oak Creek

The hydrologic and hydraulic analyses for the original study for the Town of Oak
Creek, published in July 1989 (Reference 2), were performed by the Colorado Water
Conservation Board (CWCB), Denver, Colorado, in September 1986.

City of Steamboat Springs

The hydrologic and hydraulic analyses for the original study for the City of Steamboat
Springs, revised in April 1983 (Reference 3), were performed by the u.s. Army Corps
of Engineers (USACE), Sacramento District, for the FIA under Inter-Agency
Agreement No. IAA-H-16-75, Project Order No. 17. This work was completed in
April 1976.

1
