<br />FLOOD INSURANCE STUDY <br />MESA COUNTY, COLORADO (UNINCORPORATED AREAS) <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study revises and updates a previous Flood <br />Insurance Study/Flood Insurance Rate Map for the unincorporated <br />areas of Mesa County, Colorado (Reference 1). This information <br />will be used by Mesa County to update existing floodplain <br />regulations as part of the Regular Phase of the National Flood <br />Insurance Program (NFIP). The information will also be used by <br />local and regional planners to further promote sound land use and <br />floodplain development. <br /> <br />In some states or communities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requi rement s. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this <br />National Flood Insurance Act of <br />Protection Act of 1973. <br /> <br />Flood <br />1968 <br /> <br />Insurance Study are the <br />and the Flood Disaster <br /> <br />The hydrologic and hydraulic analyses for the original study were <br />performed by the U.S. Army Corps of Engineers (COE), Sacramento <br />District, for the Federal Emergency Management Agency (FEMA), under <br />Interagency Agreement No. lAA-H-16-75 and lAA-H-]-76, Project Order <br />Nos. 21 and 1, respectively. This study was completed in <br />November, 1976. <br /> <br />The hydrologic and hydraulic analyses for the study of flooding of <br />Roan Creek near the City of DeBeque were performed by the <br />Department of Agriculture, Soil Conservation Service (SCS). These <br />analyses were completed in August 1985. <br /> <br />The hydrologic and hydraulic analyses for the restudy were <br />performed by J. F. Sato and Associates, Inc., the study contractor, <br />for FEMA, under Contract No. EMW-89-C-2838. This study was <br />completed in June 1990. <br /> <br />1.3 Coordination <br /> <br />The coordination meeting for the initial study was held on <br />January 13, 1975, and attended by representatives of Mesa County, <br />the Colorado Water Conservation Board (ewcs), FEMA, and the COE. <br />Flood insurance, in general, and the Mesa County Flood Insurance <br />Study, in particular, were discussed, and areas for detailed study <br />were selected at this meeting. <br />
