<br />For the Cooper Slough LMMP project, the initial meeting was held on July 13, 1992, in the <br />City of Fort Collins' offices. Representatives of the City of Fort Collins; Larimer County; <br />the CWCB; FEMA; and Love & Associates, Inc., attended the meeting. At this meeting, <br />the hydrologic and hydraulic parameters for the LMMP project were established. The base <br />mylar work maps, hydrologic base model, orthographic mapping, and benchmark <br />descriptions were provided by the City of Fort Collins and Larimer County (References 47, <br />9, and 49). The final ceo meeting was held on October 26, 1993. <br /> <br />Coordination meetings for the Spring Creek LMMP project were held on February 27 and <br />May 19, 1993, and January 18, 1994. Representatives of the City; Foothills Engineering <br />Consultants, Inc.; Greenhome & O'Mara, Inc.; and FEMA attended. <br /> <br />Larimer County (Unincorporated Areas) <br />For the original PIS, the identification of streams requIrIng detailed study was <br />accomplished at a meeting attended by representatives of the study contractor, FEMA, and <br />the Larimer County Planning Department on April 20, 1976. After the Big Thompson <br />River flood of July 31, 1976, the study scope was increased to include the Big Thompson <br />Canyon area. <br /> <br />The US ACE, Omaha District, was contacted and provided flood plain data on the Big <br />Thompson and the Cache La Poudre Rivers for use in preparing the Flood Insurance Study. <br /> <br />During the work by the study contractor, flood elevations, flood boundaries, and floodway <br />delineations were reviewed with community officials. <br /> <br />Final coordination meetings were held in Loveland and Fort Collins on November 29 and <br />30, 1977, respectively. These meetings were attended by representatives of Larimer <br />County, FEMA, the study contractor, and the general public. The results of these meetings <br />have been incorporated into this report. <br /> <br />Streams requiring additional detailed study were identified at a meeting attended by <br />representatives of the study contractor, FEMA, Larimer County, and the Town of Estes <br />Park in April 1983. The results of this additional work were reviewed at a meeting <br />attended by representatives of these groups on February 27, 1986. <br /> <br />On October 10, 1986, the initial coordination meeting for the Cache La Poudre study took <br />place during a conference call between representatives of FEMA, the City of Fort Collins, <br />Larimer County, and the study contractor. Various other meetings were held to discuss <br />ongoing flood studies, the location of the upstream and downstream study limits, and the <br />hydrology to be used in the analysis. It was decided that the study should begin at the <br />Larimer-Weld County line and extend upstream to Horsetooth Road, a distance of <br />approximately 7.6 river miles. <br /> <br />Representatives of FEMA, the City of Fort Collins, Larimer County, the Town of Windsor, <br />and the study contractor met on July 6, 1989, to review the preliminary results of the study <br />reach downstream of Horsetooth Road. Those present felt that the study contractor had <br />done a technically correct analysis of the flood plain, including several divided-flow areas. <br /> <br />6 <br />
