To assist these efforts, implementation of the proposed project will includc the collection of spccific, and
where possible, detailed information regarding how Colorado's watcr utilities, municipalities, and special
districts arc positioned with respect to:
. Currcnt understanding of water conservation;
. Organizational technical and financial assistance needs; and
. Current and futurc watcr supply, water conservation, and drought planning necds, in gcncral.
Our work includes scveral important related objcctives. First, we expect our outreach and education efforts
will providc an extrcmely useful supplement to the scveral water resource planning and outrcach activities the
CWCB and Departmcnt of Natural Resources currently ha\"c underway, including the next phases of the
Statewide Water Supply Initiative (SWSI) and the HB 05-1177 Basin Roundtables. We expect issues that
havc been raised in thcse meetings will help form thc agcnda of the proposcd workshops and forums and that
thc data, matcrials, discussions, and other outcomes from the workshops and forums will provide useful
information to be integrated as source material in later SWSI studies and Basin Roundtable mcetings.
Sccond, we plan to help the Colorado water community rcach greatcr consensus on a consistent set of
definitions and nomcnclature regarding water conservation, including all its related terms. In close
coordination with OfTicc staff, wc hopc to further the devclopment of a consistcnt sct of terms and definitions
for use all across Colorado, as well as an overall message regarding the processes and value of effective watcr
conscrvation programs.
Third, wc plan to share and explain many new additional sources of information-including the Best
Management Practices recently adopted by the Mctro Mayors' Caucus, rccent research performed on the
subject of economics and efTectivcness of water use efTicicncy and water conservation programs, and data
gcnerated from the recent experience of several major water providers. These data, studies, and other
materials will be provided as resources to water planncrs through the technical workshops and forums,
forwarding the most current understanding of watcr conservation-both from a scicntific and pragmatic
\"iewpoint.
To date, our team has successfully conducted workshops at seven locations within Colorado
including Douglas County, Pueblo, Alamosa, Gunnison, Glenwood Springs, Westminster and
Berthoud. Through these workshops we have achieved the following:
. Engaged and educated over 180 individuals including State Legislators, Congressional Member's staff,
Countv Commissioners, County Planners, Citv Council Members and watcr resources and
j j
conservation managcrs from across the statc;
. Collected cluestionnaire results from fhe different major ri\"Cr basins rcgarding water provider
tcchnical and financial assistance needs;
. Initiatedmcaningful discussion with selected State Legislators regarding future legislation; and
. Established the benefit and need for this kind of education and outreach statcwide.
'vV c arc therefore proposing to continuc the Watcr Conscrvation Workshops in the four additional vcnues in
thc Arkansas, South Platte, Colorado and San Juan River Basins to continue the proccss of cxpanding the level
of consistcnt messaging, information, and undcrstanding of meaningful watcr conservation to watcr planners,
managers and elected and appointed ofTicials in Colorado.
5
