<br />Through thcse various discussions and dialogues, as wcll as through the education and outreach programs that <br />the Office has initiated, it is becoming increasingly clear that these discussions lack consistent definitions and <br />nomcnclature regarding: <br />. What is watcr conservation? <br />. What is not watcr conservation? <br />. How can water conservation reliably contribute to futurc water needs? <br />. What typcs of watcr conservation efforts will work in any particular setting? <br />. What types of resources arc available to help organizations to develop meaningful water conscrvation <br /> mcasures and programs? <br />. What is the rolc of water conservation planning and implementation in meeting future water supply <br /> necds? <br />We will develop a consistcnt set of answers to these and othcr questions in close collaboration with the <br />Office, the CWCll, and the Executive Director's Office of the Department of Natural <br />Resources (EDO). This will facilitatc greatcr water conscrvation (including watcr usc efficiency, wise <br />water use, infrastructure management and alternati\"c water supplies) consistently across a widc geography <br />and demography, especially bcnefiting small and medium water users and providers planning with rcsource <br />limitations. <br />This project's key goals arc to providc an arcna for water utilities, special districts, other watcr <br />providers and thosc with an interest in Colorado's water to: <br />. Develop a consistent set of dcfinitions and nomenclature regarding water conservation, water use <br /> efficiency and wise water use; <br />. Definc what constitutcs mcaningful water conscrvation planning and implemcntation from a <br /> practical, economic, political, and legal perspcctive; <br />. Educate watcr planncrs across the statc regarding resources available to provide technical, financial, <br /> and other assistance to those looking to develop and implement more meaningful water conservation <br /> programs for local implementation; <br />. Share data and storics regarding past successes and failurcs regarding watcr conservation, water use <br /> efficicncy, and wise water use that have occurred on a local level across the state; and <br />. Develop information regarding the needs of water users related to thosc serviccs that the Office <br /> provides. <br />In addition, we seck to markedly increase the number of water managers who: (1) use the Office's Water <br />Conservation Plan Developmcnt Guidance Document; (2) scek indi\"idualizcd assistancc from the OfTice, the <br />Colorado WaterWise Council and other groups; and (3) include more conservation and efTicicncy in their <br />water planning cfforts. While we will bc able to provide a rough gaugc as to the abc)\"c elements during the <br />projcct, it is eClually critical that our effort facilitate follow-up activities that will occur after project <br />completion. Thc follow-up will involvc the CWCB and thc OfTicc, first and foremost. Howevcr, bascd on <br />thc grounds well of support that has occurred across thc state for this project, numcrous other organizations <br />and entities also wish to share in helping to keep water consen"ation efforts moving forward and to be fruitful. <br /> 4 <br />
