<br />Appendix B <br />Proposed Project Team <br />-- <br />Great Western Institute - This newly formed Colorado-based 501 (c(3)) has the mission <br />to promote water resources conservation through education, policy and research. Tracy <br />Bouvette, the executive director, has a long history of water resources planning and <br />management in Colorado and other western states. He has recently contributed <br />substantially to the development of the policies and guidelines that shape the CWCB <br />Office of Water Conservation and Drought Planning ("Office")current programs. He was <br />one of the primary authors of the Office's Water Conservation Plan Development <br />Guidance Document. He was also directly responsible for planning and implementing <br />the Office's Drought & Water Supply Assessment project and he co-authored HB 04- <br />1365, which redefined the Office's mission and revised the statutory requirements for <br />water conservation planning by eligible water users. <br />Western Resources Advocates' Water Program - For over five years, the Water Program <br />staff has been analyzing municipal water use in the western United States. In 2004, after <br />two years of research, WRA released its 180-page "Smart Water" report that provides a <br />snapshot of how cities across the southwest compare on per capita water use, system loss, <br />rate structures, conservation incentives, and other programs. In Colorado, the Water <br />Program has worked with many major water providers on planning and implementing <br />conservation measures. The Water Program director is Bart Miller, with over 10 years of <br />legal and water policy experience both in Colorado and through work with federal <br />government agencies. Taryn Hutchins-Cabibi, WRA's Smart Water policy analyst, has a <br />graduate decree in natural resources policy and several years experience with municipal <br />and agricultural water issues. <br />Colorado WaterWise Council - This organization, which is the "Voice of Colorado <br />Water Efficiency" and whose goal is to promote the efficient use of Colorado's water, is <br />comprised of water professionals from public and private entities across the state. The <br />membership includes some of the most influential and experienced water conservation <br />professionals in the state, representing water utilities, water conservancy districts, <br />industry practitioners and consultants. The Board of the WaterWise Council includes: <br />.Larry Kccsen, Co-Chair: Keesen Water Management <br />Larry has been involved in every area of the landscape irrigation business including design, installation, <br />maintenance, and water management. He was involved in the formation of the Xeriscape program and served <br />for many years on the Irrigation Association's Certification Board of Governors. Larry authored "The <br />Complete Irrigation Workbook". <br />. Paul Lander, Co-Chair: Water Conservation Specialist, City of Boulder <br />Paul's 23 years of work in land, energy, and water conservation include being with the City of Boulder since <br />1992.
