. Summary of content provided at the workshops and forums, including agendas, and a presentation of
thc key policy issues identified and discusscd at thc workshops;
. Questionnaire raw data, and summary information collccted as part of Task 2; and
. Recommendations for follow-up activities for the Office and other project stakeholdcrs.
In addition, wc will coordinate closely with the Office to make the projcct's efforts helpful to othcr CWCB
acti vitics. We will have monthly mcetings with thc Officc to coordinatc mcssage developmcnt, participant
lists, scheduling, speaker lists and promotional activities, as well as, meeting logistics once the workshops and
forums begin. Thc communications between our projcct team and in some cases the projcct stakeholders and
thc Office arc vital to the overall success of this project.
A summary of the Scope-of- Work is provided in Appendix A.
Metrics to Evaluate Project Success
Though applying metrics to measurc the impact and success of this type of outreach and education project on
the target audiencc is dilTicult, we believc mctrics based on the number of tcchnical workshops and forums
conductcd, the number of attcndecs at each, and thc numbcr of cxit survcys that arc retaincd will providc a
useful proxy. We hope that follow-up surveys, perhaps conducted six months to a ycar after our outreach
effort, will prc)\"ide e\OCn more useful data on thc usefulness of our effort. The contact information gathered
will bc helpful long into the future.
We will send out ovcr 300 invitations to water utilities, municipalities, special districts, water planners and
managers, consultants, and other intcrestcd organizations and cntitics within thc target cd areas. From that
mailing, we expcct to have betwcen 20 and 30 attendecs at each of the four workshops to be held across the
state. We include in that attendee list ovcr 50% of the HB 05 -1177 voting and non-voting members from the
South Plattc, Colorado, Arkansas and San Juan basins, and over 50% of the SWSI technical committee on
water conservation. The attendecs to these mcetings arc expected to control and/ or manage a significant
portion of the municipal water supply in the State, with the other attendees eithcr controlling or managing
other watcr intcrests (c.g., agricultural, rccrcational, cnvironmental, etc.). From this group, we arc
expecting to retain questionnaires from O\ocr 80%. The cluestionnaires arc particularly important sincc the
information gleaned from this effort will be the basis for future technical and financial support outreach
conducted by the Officc and other project stakeholders (e.g. CWWC).
The long lasting impacts and benefits of these workshops and forums will be realized, in a clualitative way,
through cnhanced and improved conversations at thc S'vVSI and HB 05-1177 Roundtablcs, as well as in coffce
shops, Board rooms, and in watcr planning efforts across the State - inf1ucnced by the combined efforts of the
project team, involved stakeholders, and the Officc.
The Role of the Office
The Office will playa vital role in executing this projcct. Specifically, the Office will bring important policy
and project logistics resourccs, which arc described in more detail below.
Policy
The OfTice brings to the project the State entity responsible, by statute, for:
10
