<br />~ <br /> <br />~ <br /> <br />public. <br /> <br />Management and direction ofthe proposed program will be a formidable and demanding task. <br />Reclamation should select a principal investigator (PI) and an assistant. The PI would serve as the <br />overall director for the program and would handle all funding issues, reporting to Reclamation <br />management, and provision of leadership and overall direction to the program. Three groups should be <br />assembled to assist with program component direction, management, data analysis, and monitoring and <br />oversight. A program planning and monitoring group should be assembled to provide primary overall <br />guidance on project activities. This group should be selected by Reclamation and should consist of three <br />to six members with at least three participants from Reclamation, and the remaining contributors invited <br />from outside sources (possible sources, National Center for Atmospheric Research, National Oceanic and <br />Atmospheric Administration, academics). An analysis group should be selected to contribute to scientific <br />study design, and data collection and evaluation. This group should consist of five to 10 individuals that <br />participate as their scientific specialty is needed. Reclamation personnel should serve on all groups. The <br />third group assembled should be a liaison group to the public to provide oversight on matters of particular <br />interest to the public such as those environmental in nature and of excessive precipitation. The liaison <br />group should consist of three to six individuals with diverse educational backgrounds including weather <br />modification, environmental policy, public relations, and economics. <br /> <br />It is believed that cloud seeding has reached the point that a well designed and managed program with a <br />proper design component can be implemented to produce cost effective water resources benefits. The <br />additional water can help satisfy increasing water supply and environmental water needs in the West. <br />Clean-source additional water from cloud seeding will improve water quality and industry, domestic, and <br />recreation uses. Minimum streamflows can be improved for fish and wildlife. <br /> <br />V11 <br />
