<br />Parcels of CRP land adjacent to the proposed project area will not be disturbed. Because a majority of the <br />pipeline installation will be done within the county road right of way or immediately adjacent to the right of <br />way, limited Environmental Consequences are expected to Important Farmland, Prime Forest Land and Prime <br />Rangeland. <br /> <br />Formally Classified Lands will not be included in the proposed project area in an effort to eliminate any <br />negative environmental consequences. <br /> <br />The proposed project could cumulatively affect the generalland use of the area by creating infrastmcture that <br />would allow for additional population growth. However, the population growth at Goodman Point will likely <br />proceed at a somewhat slower rate than the county in general as the vast majority ofland is owned and operated <br />by third and fourth generation agricultural producers who are currently very active in this traditional family <br />business. <br /> <br />3.1.3 Mitigation <br /> <br />In an effort to mitigate any negative environmental consequences to Important Farmland and Prime Rangeland <br />all constmction activity in existing agricultural areas (i.e. fields in production) will be conducted either during <br />non-growing periods, after harvest or during a short constmction period. The field will be re-contoured and <br />re-seeded to the land owner's specifications. Rangeland, such as CRP land, will be avoided during proposed <br />constmction. However, reseeding according to CRP standards will be conducted in an effort to return any <br />unintentionally impacted CRP property to pre-constmction standards. <br /> <br />Pipeline will be installed in existing county road right of ways or immediately adjacent to right of ways, except <br />in the alternatives including a 100 meter mn behind a home on the northeast corner of County Road P and 17 <br />and a 200 meter mn through tilled dryland at the northwest corner of County Road P and 17. An additional <br />mn of approximately 400 meters will mn behind a home through tilled dryland on County Road M west of the <br />County Road M and County Road 16 intersection. <br /> <br />Installation in these areas will be conducted only with the landowner's approval. Final mitigation and <br />reclamation will also be approved by the landowner. <br /> <br />Pipeline installation conducted within the county right of way or immediately adjacent to the right of way will <br />be re-contoured and re-seeded with the following seed mix: <br /> <br />20% Squirrel Tail <br />10% Indian Rice Grass <br />30% Sacaton <br />30% Gall eta <br />10% Sand Dropseed <br />Mixed with filler <br />*Include certified tag on each seed mix <br /> <br />Storm water mn-off best management practices (BMPs) will be constmcted in order to eliminate erosion and <br />the loss of farmland or rangeland. This will be implemented on private land and within the county right of <br />way. <br /> <br />Mitigation to Formally Classified Lands will not be required as they will not be included in the proposed <br />project area. However, all adjacent land managers including BLM, NPS and Native American Tribes will be <br />contacted regarding the proposed proj ect. <br /> <br />9 <br />
