The elevated tank requires more design work than the ground level <br />tank. <br /> <br />Land acquisition, legal, and permitting costs will differ for the two alternatives. The <br />acquisition of additional property will be required if the water storage tank and the <br />booster pump station are not located on the same property. Permitting costs will differ as <br />Alternative 3 requires more constmction in the County ROW than Alternative 2. Alternative 3 has <br />higher engineering and interim financing costs due to a higher constmction cost estimate. <br /> <br />Land acquisition costs are based on the purchase of an approximately 100 square foot <br />parcel for Alternative 2, and two (2) 100 square foot parcels for Alternative 3. Legal <br />costs are for the preparation of deeds for the parcels described above, as well as <br />preparation of easements. <br /> <br />Permitting costs include county permits for boring at $1500 per bore, and approximately <br />six required bores for both alternatives. Alternative 3 also includes additional county <br />permitting costs for constmction work within the right of way for the County Road M <br />route. <br /> <br />3. Annual Operations and Maintenance <br />Annual operations and maintenance will be slightly higher for Alternative 3 than for <br />Alternative 2. This is because the pumps for Alternative 3 are required to pump to a <br />higher elevation. However, maintenance of the pumps and the distribution system, <br />sample collection, and reading service meters will be required of both alternatives and <br />will have similar costs. <br /> <br />The pump motors require three-phase power to nm; however, three-phase power is not <br />available in the project area. A VFD may be used to convert single phase power to three <br />phase power with some loss in power. Approximately 1.6 times the power is required to <br />convert the power to three-phase through the VFD. This power consumption increase is <br />reflected in estimated power costs.
