G. Cost Estimates

1. Construction Costs
Constmction costs for each alternative can be broken down into several project
components including the water main route, water storage tank constmction, and the
booster pump station constmction. These costs include constmction of the project
component and equipment costs. Not included in the constmction cost estimate is
permitting, land acquisition, legal, and administrative costs. Constmction cost estimates
for Alternates 2 and 3 are provided below in Table V-I.

Project Component
Water Main
Water Storage Tank
Booster Pump Station
Contingency - 15%
Total

Table V-I: Construction Cost Comparison

Cost
Alternative 2 Alternative 3
$1,309,775 $1,309,775
$64,278 $271,021
$178,525 $193,525
$232,287 $264,948
$1,785,465 $2,040,469

Constmction costs for the water ma1l1 are equivalent for either Alternative because
approximate length is equal.

Water storage tank costs are greater for Alternative 3 because the tank in this alternative is
an elevated tank in order to serve the distribution system by gravity. Elevated tanks are
significantly more costly to constmct than ground level tanks.

The booster pump station has higher constmction costs for Alternative 3 than for
Alternative 2 because the pump station will be pumping to the water storage tank as
opposed to pressurizing the system. This increases the required head the pumps must
deliver due to the height of the tank. Therefore each pump will be powered by a 7.5-hp
motor as opposed to a 5-hp motor. Although backup power is not required for this
alternative, which reduces costs, the additional site work required for having the tank and
pumps at different locations increases constmction costs for Alternative 3.

2. Non-Construction Costs
Non-constmction costs that may be associated with the proposed project or alternative
include the following:
.,/ Engineering
.,/ Interim Financing
.,/ Legal
.,/ Land Acquisition
.,/ Permitting

Engineering costs and interim financing costs are estimated to be slightly lower for
Alternative 2 than for Alternative 3. This is primarily because of the difference in the

Goodman Point Water Association - Preliminaty Engineering RepOli

14
