The complete listing of all the Summitville Resource Council <br />Members with their phone numbers and addresses are provided in Attachment 2. <br /> <br />Under the May 2002 MOU the Trustees will: <br /> <br />· Develop criteria for screening and evaluating candidate projects <br />. Solicit and evaluate public input on candidate projects <br />. Select projects for implementation <br />· Fund selected projects from the Colorado Natural Resource Damage Trust Fund and <br />Federal Restoration Account <br />· Implement restoration projects <br />· Monitor the management and effectiveness of projects <br />· Provide information to the public at all phases of the project <br /> <br />All decisions are made by the State and Federal Trustees. The Trustees will obtain <br />feedback from the local citizens on NRD activities; however, the MOU or NRDA <br />Guidance do not formally recognize the local organizations such as Alamosa River <br />Foundation Board as a decision maker in this NRD process. <br /> <br />The MOU is in effect from May 2002 through December 31,2006. The Trustees may <br />extend this MOU for a five-year period. <br /> <br />2.3 Natural Resource Damage Process <br /> <br />The NRD Trustees will be referencing guidance information to evaluate restoration <br />proposals. The guidance entitled Evaluating Natural Resource Restoration Proposals, <br />Summitville Site, outlines the specific selection and screening criteria for proposed <br />projects funded under the NRD (4). The guidance mentions that a Restoration Plan for <br />the restoration of injured natural resources in the Alamosa River Watershed will be <br />prepared and overseen by the Trustees; this restoration plan will be the basis for further <br />scientific and technical studies for the watershed. <br /> <br />The project selection process has two phases. Phase I is a Screening Process to <br />determine acceptability and relevance of the scope of work to the Restoration Plan. <br />Projects must pass this initial screen before they can be considered in the planning <br />process. Essentially the screening criteria stipulates that a project comply with all <br />applicable laws and regulations, address resources and services connected to those <br />injured by Summitville releases and must be technically feasible.
