In 1997 through 1999, J.F. Sato & Associates, Inc. contracted with FEMA to redefine the 100-
year floodplain and floodway, beginning at the GarfieldlEagle County line and extending upstream
through the Wingo Bridge. A HEC-RAS model was developed and floodplain mapping prepared for
submittal to FEMA. The Town of Basalt objected to the delineation, and Mr. John Liou of FEMA Region
vm visited the site to investigate concerns, specifically the split flow that may occur at the Upper Basalt
Bypass Bridge on Highway 82. The levee constructed upstream of the bridge is not a "FEMA compliant
levee," and the model was re-run to show a split flow scenario. The model was submitted to FEMA, but

The hydrologic and hydraulic analyses for the Roaring Fork River in Basalt and unincorporated Pitkin
County were performed by Denver Engineering Corporation (DEC), for the Federal Emergency
Management Agency (FEMA) , under Contract No. EMW-C-1184.
