<br /><,\ <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />"11.6.4 There was interest among some of the Basin Roundtables to further enhance the flows for <br />environmental and recreational purposes beyond the instream flow program, and in developing new <br />and creative mechanisms to achieve this goal. The key to doing this lies in involving all key <br />stakeholders in this discussion - environmental interests, recreational advocates, agriculture, <br />municipal, and industrial. In addition, it is imperative that these stakeholders strive for balance in <br />how this goal is achieved. In developing new water projects, this [ISF] Program also was identified <br />as having an important role to play. CWCB should identify stream segments or ecological areas for <br />flow prioritization or enhancement. Working through the Basin Roundtable process, the Division of <br />Wildlife (DOW), and other interest groups, the state could begin to develop an objective and <br />reproducible framework for evaluating, quantifying, and prioritizing environmental and recreational <br />water goals. This program could build from the existing authorities of the CWCB instream flow <br />program and the "conserve, protect, and restore" approach brought forth through many of the SWSI <br />Basin Roundtable discussions." <br /> <br />Recommendation: Staff gives a high recommendation to this project because it will develop <br />information to educate water interests regarding ISF and Natural Lake Level Program. <br /> <br />Water Conservation Planning Program <br /> <br />1. Utility Water Loss in Colorado <br /> <br />Beneficiary /G ran tee/Co n tracto r: <br />Amount of Request: <br /> <br />CWCB, Various <br />$150,000 <br /> <br />Ranking: High <br /> <br />Product Produced: The purpose of this project is to develop, implement, and refine a standard <br />reporting methodology for utility water loss in Colorado. "Water loss" is the current industry <br />standard ternlinology for unaccounted for water or line loss. There is currently little data on water <br />loss in the State and what data does exist has been developed in such a way making it virtually <br />impossible to adequately compare loss between agencies and to determine if loss is significant. <br /> <br />The International Water Association (IW A) and the American Water Works Association (A WW A) <br />have developed a standard methodology for determining water loss for municipal water providers. <br />This methodology has not been widely adopted or implemented in Colorado. <br /> <br />The project will start by first implementing the current IW AI A WW A water loss procedures for a <br />cooperating municipal water provider in Colorado. This implementation will result in the <br />quantification of water loss for this utility. Based upon this implementation experience, the project <br />team will create a set of water loss analysis and reporting tools for use by providers in Colorado. <br />The research team plans to take advantage of a number of public domain tools that exist for utility <br />level water loss evaluation. Once these tools have been developed, they will be tested on a second <br />Colorado water utility. Again the IW AlA WW A water loss methodology will be implemented, this <br />time using the water loss analysis reporting tools specific to Colorado. Based on the experience <br />from this second implementation, the analysis and reporting tools will be refined and finalized into a <br />standardized form for use by other Colorado water providers. <br /> <br />Water Planning Relationship: This project would seek to support and validate the water <br />conservation measures findings, as laid out in the matrix of measures, developed by the <br />Conservation & Efficiency Technical Roundtable established in Phase 2 of the Statewide Water <br />Supply Initiative, coordinated out of the CWCB's Intrastate Water Management & Development <br />Section. <br /> <br />11 <br />
