<'

Recommendation: Staff gives a high recommendation to funding for this project because of its
importance to local water planning effortsl related to enhancing stream flows.

3. Instream Flow Strategic Plan IJplementation
I
Beneficiary/Grantee/Contractor: CWC'B, Various
I
Amount of Request: $25,000 Ranking: High

Products Produced: A major ObjectiJ of the Stream and Lake Protection Section's CUlTent
strateg~c plan is Outreach and Education. I The plan emphasize~ t~e importan~e of working with ~nd
educatIng the Board, key program stakeholders, and the publIc In order to Increase understandmg
and communication. The plan specificall~ states the following:
I

Obiectives Related to Pro1!ram Advocact The ISF Section must continually work with the Board,
key program stakeholders, and the public to engage, educate, inform, and create mechanisms to
obtain feedback and understand stakeh10lder needs regarding the CWCB authorities, and the
Section's base programs and program applications.
I
In addition, the Statewide Water Supply iInitiative (SWSI) identified key roles for the Stream and
Lake Protection Section in providing regulatory stability for water providers, as well as identifying
and addressing environmental and recreational needs in the state. However, the basin roundtable
I
discussions also highlighted the lack of knowledge about the "tools" and opportunities available
through the State's Instream Flow and N~tural Lake Level Program (ISF Program). To accomplish
I
the broader SWSI objectives, it is imperative that the various water interests (water providers, water
I
users, the environmental community and the public) have a basic understanding of the ISF Program
and the available "tools" in the streamflo~ protection "toolbox".

<

.

.

This project and funding request is directed at development and distribution of marketing material in
both electronic and paper form to edudte water interests about the State's Instream Flow and
I
Natural Lake Level Program. Furthermore', the project will provide a funding mechanism to aid staff
I
in the increase in travel activities that af,e inevitable. Finally, the section anticipates a need for
funding of activities associated with fut~re ISF subcommittee meetings to address multiple ISF
I
related issues which the Board has identifiyd over the past two years.
I
This project will produce electronic anc~ paper media material, which explain the various ISF
Program areas and tools, and highlight specific applications of the program in various basins in the
state. These materials would be distributea to municipalities, counties, water user grojlpS, watershed
groups, as well as recreation and envirbnmental interests in the state. The mat~rials that are
developed will be geared toward addressidg those areas in the state that have been impacted by oil,
I
gas and mineral development. Impacted Iqcations in the state will be targeted as a result of proposed
new instream flow appropriations, acqi1isitions and/or future environmental and recreational
roundtable discussions. 1

,
Water Planning Relationship: CRS I 37-92-102(3) recognizes the "need to. con-elate the
activities of mankind with some reasonable preservation of the natural environment." This project
will assist the Stream and Lake protedtion Section, as well as the agency as a whole, in
I
implementing the objectives identified by $WSI.
