In addition, the following points should be conlidered:

. The CWCB has amended all wint~ime cloud seeding permits and contractors have signed .
and returned a fOJm stating they and/or their sponsors are not allowed to accept funding from
out of state entitie:s without prior ~tten approval from the CWCB Director.
. Precipitation totals on the eastern side of the Rocky Mountains are naturally less than on the
upwind (western) side of the Rocky Mountains due to the orographic enhancement of stonn
interaction with mountains. II
. Development of cloud seeding programs in the Colorado River Basin should benefit the State
of Colorado withiin the state bound~es and preferably where reservoir storage can capture
snowpack and stream flows generate~ by activities.
. Resolving issues upfront will bel the key to sustainable relationships and multi-year
collaborations between the states.
