Funds cannot be <br />spent for new significant permanent equipment such as generators. <br /> <br />2. Weather Modification Studies - $25,000 <br /> <br />A. Literature Review of Downwind Effects - $25,000. Three winter cloud <br />seeding experts have been requested to co-author a literature review which <br />compiles data and identifies next steps associated with evaluating the potential <br />downwind effects, ifany, of cloud seeding. The scope of work for this study is <br />attached. [when finalized] <br /> <br />Responsibilities. <br /> <br />In return for the contributions above, the CWCB shall: <br /> <br />1. Distribute the contributions as described above. <br /> <br />. <br /> <br />2. Ensure that these contributions fund true extensions of Operations. Attachment 1 to <br />this Annual Supplement is a tablelletter prepared by CWCB which presents the amount <br />of money historically spent (each of the last ten years) by each of the local Program <br />Sponsors. It is the intent ofthe Parties that the funding identified in this Exhibit will not <br />replace Colorado or local funding, but rather that funding from Colorado and local <br />entities will remain constant and the additional funds will extend or enhance snowmaking <br />Activities (local agency funding) as well as state funding. CWCB also certifies that it <br />will ensure the state and the local Program Sponsors provide the same level of funding <br />for WY 2007 as has historically been provided. CWCB shall ensure that the Program <br />Sponsors spend all local and state funds prior to spending the contributions made under <br />this Agreement. It is the intent that spending shall be proportional based on historic <br />operation or as otherwise agreed to by the Parties. [CWCB, please explain the <br />"proportional" concept before this can be agreed to.] <br /> <br />3. Expenditures of funds shall only be for those activities specifically described in this <br />Annual Supplement. No funds shall be used for public outreach or administration of the <br />proposed activities in this WY. <br /> <br />4. Provide to each ofthe Lower Basin Parties maps ofthe seeding programs' operational <br />areas showing locations of generators and target areas, a copy of the permits, and general <br />operational plans for WY 2007. <br /> <br />5. Provide to the Six Agency Committee a copy of the operators' final operational <br />seeding summary report and all other data described in the operators' permit with CWCB <br />within 30 days of receipt from the operator. <br /> <br />. <br /> <br />6. Provide reasonable staff time for regulatory, logistical, administrative, and technical <br />assistance. <br /> <br />2 <br />
