No. 80 beneficiaries, including contractors, <br />whose rights are junior to August 1, 1935 and located upstream of GMR, and (d) <br />contents of GMR, exclusive of non-project water held in the reservoir, upon the <br />initiation by Reclamation of Storage (between April 1 and May 15 of each year) <br />pursuant to the Blue River Decree. The Blue River Decree "fill" is achieved when the <br />sum equals 154,645 acre-feet." <br /> <br />~S':fl <br /> <br />The 20,000 acre-feet release to the 15-Mile Reach would count against the first fill right of a reservoir <br />because under Water Division 5 policy, the allowable fill under a first fill right cannot exceed the <br />difference between a reservoir's Start of Fill Date storage and the maximum decreed storage amount <br />under the first fill right (personal communication with Alan Martellaro,July 2001). StateMod and the <br />C1 data set count the 20,000 acre-feet release against the reservoir's first fill right. This policy does not <br />apply to a refill right where water can be diverted under a reservoir's refill priority up to the decreed <br />amount of the refill right. StateMod and the C1 data set correctly handle this situation. <br /> <br />Power releases made under the direct flow power right are not debited against the "paper fill" of <br />Green Mountain reservoir by the Division 5 Engineer. StateMod and the C1 data set are currently not <br />modeling this situation accordingly; StateMod and the C1 data set are debiting such power releases <br />made under the direct flow power right against Green Mountain Reservoir's first fill right. <br /> <br />Power releases made under the direct flow power right are debited in the accounting against the <br />"paper fill" specified in the Blue River Decree which defines the fill obligations of Dillon Reservoir in <br />relationship to Green Mountain Reservoir. Based on the results of the analysis using the C1 Data Set <br />(Fourth Revision) and prior revisions, however, StateMod and the C1 data set were not correctly <br />modeling the exchange and substitutions among Williams Fork Reservoir, Wolford Mountain <br />Reservoir and Dillon Reservoir. Consequently, it was uncertain whether the fill obligations of Dillon <br />Reservoir in relationship to Green Mountain Reservoir under the Blue River Decree were being <br />handled correctly in StateMod and the C1data sets.
