<br />0007;.;5 <br /> <br />West Slope Comments <br /> <br />The CFOPS releases of 20,000 acre feet or 1,008 cfs (on average of occurrences), will be <br />provided when the flow triggers of 12,900 cfs to 26,400 cfs at the Palisade gage are realized. <br /> <br />Planning for the implementation of CFOPS must begin with the March I forecast of available <br />water supply for the various contributing reservoirs and the estimate of potential runoff at the <br />Palisade gage. <br /> <br />Implementation of the CFOPS efforts will be through the existing CROS working group. <br /> <br />CFOPS peak flow augmentation will be provided on an equal basis from Green Mountain <br />Reservoir, Granby Reservoir and Williams Fork Reservoir (6,667 acre feet each on average). <br /> <br />Green Mountain Reservoir will participate to the extent that the sum of CROS inflow bypasses <br />and CFOPS releases can be passed through the outlet works (turbines and bypass tubes) and over <br />the spillway. Or as limited by USBOR for dam safety purposes. <br /> <br />The contribution from Green Mountain Reservoir will come from the 100,000 acre foot pool and <br />any portion not used for CFOPS will be considered to be in the 100,000 acre foot pool for <br />previously identified purposes, not carried over into another year for CFOPS releases. <br /> <br />The ability of Green Mountain Reservoir to participate will be ascertained at the adjusted start of <br />fill date. <br /> <br />Drought provisions must be included in the rules under which CFOPS releases and CROS <br />bypasses are made, which recognize the potential problems related to making fish bypasses and <br />releases following dry years. Triggers will include: forecast storable inflow, reservoir contents <br />(in individual pools) and peak flow forecast. <br /> <br />CFOPS releases and CROS bypasses are voluntary. <br /> <br />The Recovery Program and USFWS must verify and demonstrate a measurable positive fish <br />population response from peak flow augmentation activities, beyond reporting increases in gaged <br />flowso If CROPS and CROS operations are not shown to contribute to populations necessary for <br />recovery they will be discontinued, <br /> <br />Reduced reservoir levels which do not impact a reservoir's ability to meet its intended purposes <br />are not to be considered an impact on facility firm yield. <br /> <br />II An insurance pool must be included to meet obligations of participating reservoirs should they <br />not refill the "fish hole" created through peak flow releases. The insurance pool obligation will <br />be met through use of the USFWS' environmental pools, first from Ruedi Reservoir and second <br />from Wolford Mountain Reservoir.
