These comments are intended to reflect potential <br />implementation ofCFOPS, deficiencies in the report, and the general concerns of western slope <br />water users impacted by the considered altemativeso The comments are not intended to represent <br />any water user's specific comments unless noted. These comments may not be completely <br />endorsed by all affected western slope water users. <br /> <br />Implementation of Peak Flow Augmentation <br /> <br />j!. <br /> <br />The west slope water users offer the following comments on the implementation of the <br />Coordinated Facilities Operations of Division 5 Reservoirs (CFOPS) for augmentation of peak. <br />flows for the benefit of endangered fishes. These comments are intended to provide input to the <br />Executive Committee's recommendation to the Recovery Program. The comments are <br />formulated ~onsidering the content of the "Phase 2 Coordinated Facilities Water Availability <br />Study for the Endangered Fishes ofthe Upper Colorado ", draft January 2003, the Executive <br />Committee discussions and discussions with interested west slope water users. The comments <br />are intended to contribute to the advancement of the process and are not to be considered to be <br />comments about the subject report, which are included below. <br /> <br />Coordinated Facilities Operations (CFOPS) should be conducted in addition to the already <br />occurring Coordinated Reservoir Operations activities as follows: <br /> <br />All participating reservoirs will bypass inflow in the support of CROS as outlet structure <br />limitations and drought provisions allow. <br /> <br />P:\Data\GEN\CWCB\19665\Report Phase 2\Technical Memorandum No. 12\Appendix B.doc <br /> <br />12 <br />
