<br />002212 <br /> <br />Accounts in Green Mountain Reservoir. For purposes of the CRDSS, the following five accounts should be <br />provided in Green Mountain Reservoir: <br />1. CBT Replacement Pool- 52,000 acre-feet reserved exclusively for replacement of out-of-priority <br />depletions (diversions through Adams Tunnel and/or storage in the CBT Project reservoirs. <br />2. Historic User Pool- 66,000 acre-feet reserved for Western Slope beneficiaries of Senate Document 80 with <br />water rights perfected by use prior to October 15, 1977. All water delivered by exchange is assigned a <br />priority of August 1, 1935. <br />3. Contract User Pool- 20,000 acre-feet reserved for water rights perfected by use subsequent to October 15, <br />1977 and which have valid contracts with the USBR for said water allotments. Reference is made to the <br />attached listing of existing (January 1, 1996) contract users. These users are aggregated into those upstream <br />of Green Mountain Reservoir and those downstream of the reservoir. <br />4. Silt Proiect Replacement Pool- 5,000 acre-feet reserved for operation of the Silt Project near Rifle (See <br />separate documentation). <br />5. Inactive & Dead Storage Pool- 10,639 acre-feet. <br />The releases from the historic user pool in Green Mountain Reservoir are directly related to the flow at the Shoshone <br />Power plant and the downstream Cameo Demand. Since 1985, the releases are dependent in part on the actual <br />demand (cfs) at Cameo. This is discussed in more detail under the topic of the Cameo Area Water Rights. <br />For operations of Green Mountain Reservoir in the CRDSS WRPM, the operating rules were designed for the two <br />distinct administration practices: <br />1. 1974 through 1984. Whenever the flow at the Shoshone Power Plant drops below an average of 1,250 cfs <br />(during the period April 15 through October 15), the following direct flow transmountain diversions should <br />be curtailed: <br />Roberts Tunnel (WDID 364684) <br />Continental-Hoosier System (WDID 364683) <br />Homestake Diversion Project (WDID 374516) <br />· Assume that the Orchard Mesa Check is in operation with the effect of reducing the magnitude of a call <br />(See separate discussion). <br />· Release from Green Mountain the amount necessary to increase flows at Shoshone to 1,250 cfs. The <br />operation for the reservoir release should be tied to the instream flow node just below the Dotsero stream <br />gage. <br />2. 1985 through 1992. Assume that the Orchard Mesa Check is not in operation with respect to a call on the <br />upper river. Make releases from Green Mountain as necessary to keep the flow at Cameo at 2,260 cfs. Do <br />not curtail diversions by transmountain structures. <br />· The flow at Cameo should be the sum of the USGS gage at Cameo (Gage ID 09095500) and the Plateau <br />gage (Gage No. 09105000). <br />· Replacement releases should be made only for the appropriate Western Slope beneficiaries, i.e. industrial <br />users and transmountain users are not entitled to the benefit. <br />· The power right of the United States at Cameo is not entitled to benefit from releases from the historic user <br />pool. <br />· For the CRDSS historical model runs, beneficiaries of the historic user pool should include all water rights <br />perfected by use through January 24, 1984. For the CRDSS baseline scenario, the water rights should <br />limited to those perfected prior to October 15, 1977. <br />Contract User Pool. In the CRDSS WRPM, those water right structures that are currently entitled to contract water <br />from Green Mountain Reservoir are attached to the Contract Pool via an operational right. For the CRDSS baseline <br />scenario, all other structures with Green Mountain contracts that are not now in the model, are aggregated as a single <br />demand node just below Green Mountain Reservoir. This demand node is assumed to be 100 percent consumptive, <br />since these contracts are primarily for augmentation uses.
