First, we could follow the recommendation of <br />the NSF and have a senior scientist type like Barry plus hire a manager for the <br />GCMRC that has the necessary political skills to temper what GCMRC does. <br />Alternatively, we could expand the credentials that the senior scientist is hired <br />under (add water law and water rights, reservoir operations, power operations <br />etc. plus having the necessary science background). We need to prepare and <br />circulate a draft letter. <br />.
