(McLaughlin at Topic #'s 5, 6; Browning <br />at Paragraph # 1.) <br /> <br />Rebuttal: Contrary to the assertions by Mr. McLaughlin and Mr. Browning, the <br />structures are durable. As shown in Figure 1 of my report of Jan., 2004, the structures <br />were created from large rock and grout. and laid in the streambed as shown in the details <br />section of the design drawings in Appendix 1 of this letter. The structures are anchored <br />into the streambed below the scour depth and into the stream banks. Mr. McLaughlin's <br />supposition that the structures might leak and there may be sub-surface flows is based <br />purely on unsupported speculation. If piping or seepage is observed, that will be repaired <br />during regular maintenance of the structures. Maintenance issues in the original Charlie <br />Hole and D-Hole structures in 2003 occurred because of high flows before the structures <br />were grouted. Upon completion, the structures are strong and stable, will capture and <br />control all of the flows requested in the RICD, and may require routine maintenance from <br />time to time. The durability of the construction materials is also illustrated in Figure 3, <br />shown below. <br /> <br /> <br />Figure 3.
