<br />3. There is no detailed budget. The budget of GPW A at this point consists primarily of <br />the cost of the PER & ER, a total cost of$30,400 for which we have obtained grants of <br />$22,700 at this point, plus the $7,700 anticipatedfrom the Southwest Basin Account. <br />This totals $30,400 to cover the cost of the studies. GPWA assessed the membership <br />$60 per tap (times 30 taps) for a total of$1,800 for 2007. The $1,800 is to cover <br />miscellaneous administrative/office supply/software expenses for 2007. When <br />developing the grant requests for pro.iect construction this Spring/Summer, we will also <br />be developing a construction and operating budget for the major project. <br /> <br />At this time we do not have sufficient information to developed this budget as the ER <br />and PER are not complete. <br /> <br />4. Please provide additional detail on the applicant (see page 10 of criteria and <br />guidelines). Please refer to page 2 of the GPWA grant application and Attachment A. <br />Goodman Point Articles of Incorporation registered with the Colorado Secretary of <br />State; and attachment B. Goodman Point Water Association Articles of Incorporation. <br />We are in the final process ofmeeting IRS requirementsfor a 501 (C) 12 non profit <br />organization organized as "Goodman Point Water Association", under and by virtue <br />of, and in accordance with the provisions of articles 20 through 29 of the Colorado <br />Non-Profit Corporation Act. We were organized in August, 2006, the contact person is <br />J.R. Berry, President, Goodman Point Water Association, 12190 Road 16, Cortez, <br />Colorado 81321-8716. Phone number is (970) 759-9562. A copy of the By-Laws were <br />also included in the attachments, as attachment "C". <br /> <br />5. Funds cannot be used to reimburse past costs. Requestedfunds are not being used to <br />reimburse past costs. No costs are due or payable for the requested grant of $7, 700. <br /> <br />6.The application needs to address eligibility criteria 4 in more detail. Eligibility <br />Requirements as defined in Senate Bill 06-179 include the following, which pertain to <br />this grant application: <br /> <br />a. Competitive grants for environmental compliance and feasibility studies. <br /> <br />b. Technical assistance regarding permitting, feasibility studies, and environmental <br />compliance. <br /> <br />c. Studies or analysis of structural, nonstructural, consumptive, and nonconsumptive <br />water needs, projects, or activities and <br /> <br />d. Structural and nonstructural water projects or activities <br /> <br />We believe our grant request to fund a portion of the PER and ERfor the construction <br />0[9.6 miles of water line (connected to existing Montezuma Water Company lines) <br />together with the required pumps to handle elevation gain, and a water storage tank <br />are consistent with most or all of the criteria listed above. <br /> <br />As regards "Eligible Entities", we fall under the category listed under Eligibility <br />Requirements as follows: <br /> <br />--Private Incorporated - mutual ditch companies, homeowners associations, and non- <br />profit corporatiolls. <br />
