<br />necessary to establish the vegetative conservation cover as outlined in an <br />approved conservation plan as determined by CCC. Otherwise, no <br />irrigation water may be applied to the land at any time during the term of <br />the contract except as further agreed to by CCC. <br /> <br />v. FEDERAL COMMITMENTS <br /> <br />USDA and CCC agree to: <br /> <br />A. Provide cost-share payments to all participants for up to 50 percent of <br />the eligible reimbursable costs incurred for the establishment of <br />approved conservation practices according to FSA CRP National <br />Directives. The total of all cost-sharing payments, from any sources, <br />shall not exceed 100 percent of a participant's out of pocl(et expenses. <br /> <br />B. Mal(e CRP land and participant eligibility determinations according to <br />FSA CRP National Directives. <br /> <br />C. Mal(e annual rental payments based on posted irrigated rental rates for <br />each eligible enrolled irrigated acre in which an Agreement Not to <br />Divert has been secured under the terms of the ESP A CREP at the per- <br />acre rates set forth and approved by the CREP Program Manager in a <br />supplement to Handbool( 2-CRP. The per-acre, maximum irrigated <br />rental rate in all cases will be equal to the sum of: <br /> <br />1. The most current weighted-average, relevant posted irrigated <br />cropland rental rate per acre; and <br /> <br />11. A maintenance incentive payment per acre in an amount according <br />to the FSA CRP National Directives; this payment will be <br />considered a rental payment for payment limitation purposes. <br /> <br />D. Mal(e a one-time Signing Incentive Payment (SIP) for practice CP22 <br />in accordance with FSA CRP National Directives. The SIP is <br />considered part of a rental payment for payment limitation purposes. <br /> <br />E. Mal(e a one-time Practice Incentive Payment (PIP) for practice CP22 <br />in accordance with FSA CRP National Directives. The PIP is <br />considered part of the annual rental payment for payment limitation <br />purposes. <br /> <br />F. Administer CRP contracts for land enrolled in the ESP A CREP. <br /> <br />G. Conduct compliance reviews according to FSA CRP National Directives <br />to ensure compliance with the CRP contract. <br /> <br />H.
