<br />9J\iC <br /> <br />SMITH WILLIAMS CONSULTANTS, INC. <br /> <br />December 18, 2006 Orchard City Reservoir Proposal for Engineering Services <br />Proposal P06-078 <br /> <br />· Capital Cost <br /> <br />· Operating Cost <br /> <br />· Total Cost Capital and Operating <br /> <br />· Aesthetics <br /> <br />A draft report will be prepared that would provide a discussion on each alternative including tp.e <br />viewed merits and disadvantages of each option when compared to the others from a technical <br />and cost standpoint. "Order-of-magnitude" cost estimates and drawings showing each <br />alternative layout will be included in the report. It is expected that this report will be <br />approximately 1 0 to 15 pages inclusive of the cost tables and drawings. Four hard copies will be <br />provided to Orchard City. <br /> <br />Task A400: Geotechnical Investigation: <br /> <br />A field investigation will be conducted as p,art of the final design work to defme subsurface <br />conditions within the facility footprint. It is assumed that eight (8) boreholes would be drilled, to <br />depths ranging between of 100 and 300 feet. This field program will require four weeks to <br />complete. Packer permeability testing ,and/or slug testing will also be completed to determine <br />subsurface hydraulic conductivities within the foundation. Additionally, standard penetration <br />testing will be conducted as the drill holes are advanced. Samples of the subsurface material will <br />be collected for testing in the laboratory. <br /> <br />Test,pitting will be conducted within the footprint 'of the facility, during the 4-week field <br />program, to defme further the subsurface conditions and to obtain bulk samples of the foundation <br />materials. In addition, test pits will be excavated in adjacent areas to defme borrow sources for <br />select construction materials such as "filter zo~es" and drain materials. Based on the scope of <br />work, it is anticipated that 40 to 50 test pits will be required. The samples will be tested in the <br />laboratory for engineering characterization purposes and to defme material-specific physical <br />properties. <br /> <br />Following the field geotechnical work, Smith Williams will devise a laboratory...testing program <br />to define engineering characteristics of potential construction materials and to defme the <br />foundation conditions in the embankment areas~ Results from the field and laboratory <br />geotechnical work will be used in the geotechnical analyses, to include slope stability analyses, <br />seepage analyses, and settlement analyses. <br /> <br />This proposal includes the cost to complete the following test work: <br /> <br />· Laboratory analysis <br />· 60 natural moisture density.
