<br />Water Supply Reserve ACCOlUumt - Grant ApplicatiolIJ1 Form <br /> <br />~ <br /> <br />Form Revised October 2006 <br /> <br />7. W ater Availability and Sustainability - this information is needed to assess the viability and <br />effectiveness of the water project or activity. Please provide a description of each water supply <br />source to be utilized for, or the water body to be affected by, the water activity. For water supply <br />sources being utilized, describe its location, yield, extent of development, and water right status. For <br />water bodies being affected, .describe its location, extent of development, and the expected effect of <br />the water activity on the water body, in either case, the analysis should take into consideration a <br />reasonable range of hydrologic variation. Attach additional sheets as needed. <br /> <br />The headwaters of the mainstem of Clear Creek, a highly over appropriated basin in the <br />South Platte system, are located in Clear Creele County. All of the proposed reservoir sites <br />are small and can divert in priority in most years during high flow periods. Conditional <br />water rights have been decreed or are pending in Division 1 Water Court. The conditional <br />water rights allow diversion of water in a malU1er to minimize impacts to the City of <br />Golden's RICD based upon the terms and conditions of a stipulation between the County <br />: and Golden. The development of storage will allow more certainty for small water users in <br />the upper Clear Creek basin. The junior water rights will also result in retiming of flows <br />d~wn Clear Creek and put more water in the stream for lower basin use at times when <br />spring runoff has ceased. This results in a benefit to both water quality and quantity. <br /> <br />Clear Creele County's vision is to provide water for short-term and long-term economic <br />development. The County developed the Clear Creel( Basin Plan for Augmentation to <br />minimize the costs and administrative difficulties associated with numerous adjudications <br />I of individual diversions and wells. The County plans to coordinate the operation of the <br />Plan for Augmentation, continue to acquire senior water rights, and construct storage <br />reservoirs. Individuals, businesses, small municipalities, and other organizations have <br />applied for inclusion in the Clear Creek County Water Banle. <br /> <br />The County has consulted with the State Engineer's Office and the Water Commissioner on <br />issues that are of concern to the State in administering the Plan for Augmentation. The <br />County has obtained a stipulation from objectors and its legal counsel continues to work <br />toward stipulations with other parties. Its legal counsel also obtained conditional decrees for <br />eight of the proposed storage sites and has a pending Water Court application for one other <br />site. Completion of the water court process will provide the legal ability to utilize these <br />reservoirs for the benefit of the upper basin and efficient administration of the South Platte. <br /> <br />8.
