Attach additional <br />sheets as needed. <br /> <br />An Evaluation of the Public Water System for the Towns of Silver Cliff and Westcliffe in cooperation with the <br />Round Mountain Water and Sanitation District, funded in part by a grant from the Department of Local Affairs, was <br />completed by the Crabtree Group, Inc. in November 2006. <br /> <br />RMWSD, Silver Cliff, Westcliffe and the Wet Mountain Fire Protection District each contributed matching funds to <br />complete this study. <br /> <br />The Study includes a Geographical (growth area) and Timeline Scope (current to 25 years in the future), planning <br />scope, technical scope and financial scope. <br /> <br />The Planning and Forecasting section includes demographic data and historical utility demand. <br /> <br />The Engineering Analysis includes existing water infrastructure, water system performance factors, water modeling <br />analysis, model results for suggested improvements, water storage analysis, water quality analysis, backflow <br />prevention, water tap policies and water rights. <br /> <br />The Study includes a section on Water Rates Structure including types of usage rate structures and rate structure <br />comparIsons. <br /> <br />Conservation Values and Policies and Conservation Programs are addressed and finally, Study Recommendations <br />are made including general recommendations and water infrastructure recommendations with costs of infrastructure <br />improvements as developed in the planning process. <br /> <br />RMWSD's water project was based on the recommendations of this study. Also, RMWSD has taken the study's <br />general recommendations under consideration and will be reviewing their existing policies to incorporate some of <br />the recommendations into future policies. <br /> <br />See Attachment C for excerpts from Study. <br /> <br />5 <br />
