<br />Water Supply Reserve Account - Grant Application Form <br /> <br />Form Revised October 2006 <br /> <br />3. Please provide an overview of water project or activity to be funded including - type of activity, statement of what <br />the activity is intended to accomplish, the need for the activity, the problems and opportunities to be addressed, <br />expectations of the participants, why the activity is important, the service area or geographic location, and any <br />relevant issues etc. Please include any relevant Tabor issues. Please refer to Part 2 of criteria and guidance <br />document for additional detail on information to include. Attach additional sheets as needed. <br /> <br />A recent evaluation of the Public Water System for the Towns of Silver Cliff and Westcliffe, served by the Round <br />Mountain Water & Sanitation District, identified major shortcomings in the water supply system that demand <br />immediate attention. These improvements are needed to the system to not only provide for the health, safety and <br />welfare of the citizens of these towns, but also to ensure and secure growth of and economic benefits for both towns. <br /> <br />A recent study funded by a Department of Local Affairs (DOLA) grant and completed by a civil engineering firm, the <br />Crabtree Group, Inc., identified the following major shortcomings in the water supply system that demand immediate <br />attention. <br />. Low water pressure below the Colorado Department of Public Health & Environment (CDPHE) design <br />guidelines within the town of Silver Cliff. <br />. Insufficient fire flow and residual dynamic pressures throughout much of the district service area by ISO <br />Standards, including fire flow requirements for the public schools. <br />. Inadequate chlorine contact time in the District treatment systems per CDPHE regulations. <br />. Insufficient water supply during peak demand months causing the water storage tanks to reach critically low <br />levels several times during the summers of 2005 and 2006. <br /> <br />The water project RMWSD is proposing will not only address the deficiencies of the water system, but also allow for <br />the expansion of the water system. The project includes drilling a new water supply well with a new pump, electrical <br />supply, treatment building and equiplnent, and chlorine contact chamber. In addition, the District will install a new <br />water distribution main from the well site to the existing system which will create a new water pressure zone in Silver <br />Cliff with a variable frequency booster pump station, and a generator back up and electrical supply, add new water line <br />looping and finally, purchase and install an additional water storage tank. <br /> <br />Due to the extensive costs to complete this project and limited funding ability of the District, RMWSD will <br />accomplish these goals in two phases. The first phase will include the new well, including electrical supply, treatment <br />building and equipment, chlorine contact chamber, distribution main, booster pump station, back up generator and <br />SOlne looping. Phase 2 will include the purchase and installation of an additional water storage tank, distribution main <br />and additional mains and looping. <br /> <br />Proposed costs to complete Phase 1 is $650,000. RMWSD has committed $150,000 of District funds and has applied <br />for a DOLA Energy and Mineral Impact Grant in the amount of $500,000. However, since making application to <br />DOLA, the District has been notified that they will be competing with 20 other viable projects within our region and <br />believe that only partial funding may be obtained. We believe our project fits within the criteria and requirements of <br />the Interbasin Compact COlnmittee and CWCB Water Supply Reserve Account, and therefore are requesting a grant of <br />$120,000 froln the Arkansas River Basin for a section of Phase 1 that includes only the drilling of the new well and <br />associated costs of that part of the project. <br />Continued on Attachment B <br />
