Action: A motion was made by Tom Sharp and seconded by Eric Wilkinson to de-
authorize the previous Severance Tax Trust Fund Perpetual Base Account to the
Bull Creek Reservoir, Canal and Power Company (Agenda Item 4d, September
2004) for $599,940 for the Reservoir Nos. 1,2, and 4 Rehabilitation &
Enlargement project. The motion was approved unanimously (9-0).

Action: Senator Jim Isgar and Representative Kathleen Curry were present for
discussions on this agenda item. A motion was made by Tom Sharp and
seconded by Keith Catlin to support the 12/15/06 Draft 2007 Water Projects Bill
as amended by the CWCB staff. John Redifer, Keith Catlin, Tom Sharp, and
Barbara Biggs voted for the motion. The motion failed (4-5).

A motion was made by Harold Miskel and seconded by Eric Wilkinson to table
consideration of the 12/15/06 Draft 2007 Water Projects Bill until the following
morning of January 24, 2007. The motion was approved unanimously (9-0).

Action: An amended motion was made by Tom Sharp and seconded by Don Schwindt to
change the 12/l5/06 Draft 2007 Water Projects Bill in the following ways:

1) In SECTION 4, line 10, the word "SECTIONS" would be changed to
"SECTION";

2) In SECTION 4, the portion of the section 37-60-l24.4 regarding creation ofa
stream gauge fund would remain, and the original section 37-60-124.6 would be
deleted and replaced by a new SECTION 5.

3) A new SECTION 5 would be added after SECTION 4 and the subsequent
SECTIONS would be re-numbered. The new SECTION 5 would be as follows:

Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection
Water Supply Protection. Conservation and Drought Planning
