<br />" <br /> <br />Step 3 - Profile Proposed Facilities <br /> <br />Purpose <br /> <br />The activities described under this task will provide information on the City's facility needs. <br /> <br />Approach <br /> <br />3.1 Identify and cost potential facility needs <br />Consultants will identify and describe options to improve and add capacity to the <br />existing water system to meet the water demands outlined in Step 2. Options will <br />include water rights and water storage acquisitions, expansions of water and <br />wastewater treatment plants, treated water storage, major transmission lines, and <br />pump station improvements. RTW, Inc. will provide cost estimates within 20%, if <br />possible. Worksheet 3-1 will be used as a guide for this subtask. (This task will be <br />completed to a lesser degree, limiting options evaluated), <br />3.2 Prepare an incremental cost analysis <br />RTW, Inc. will estimate the cost-per-gallon of new capacity for the water supply facilities <br />and wastewater facilities. Worksheets 3-2 and 3-3 will be used as a guide. <br />3.3 Develop preliminary capacity and cost forecasts <br />RTW, Inc. will provide a timeline estimating the capacity of the water supply system, <br />describing new additions and replacements. The impacts of capital projects on water <br />rates and tap fees will be evaluated. (The economic analysis completed for this task will <br />be completed to a lesser degree), <br /> <br />Step 4 -Identify Conservation Goals <br /> <br />Purpose <br /> <br />The activities described under this task will identify conservation goals for the City. <br /> <br />Approach <br /> <br />4.1 Develop water conservation goals <br />City staff, with assistance from Consultants, will develop water conservation <br />goals. Areas for water conservation will be identified by staff based on results <br />from Steps 2 and 3. A specific water savings target as well as how the savings <br />will be measured will be identified. <br />4.2 Document the goal development process <br />City staff, with assistance from Consultants, will document the process used to <br />develop water conservation goals. <br />
