<br />- <br />< <br /> <br />",' <br /> <br />,~ <br /> <br />TASK A - DEVELOP WATER CONSERVATION PLAN <br /> <br />Purpose <br /> <br />Water oonservation plans are required under the Water Conservation Act of 2004 for covered <br />entities that seek financial assistance from the CWCS or the Colorado Water <br />Resources and Power Development Authority. The objective of this task is to develop a <br />Plan that meets the CWCS requirements, ultimately enabling the City to apply for state <br />financial assistance for subsequent projects. <br /> <br />Approach <br /> <br />The Plan will be developed following CWCS's May 2005 Water Conservation Plan Development <br />Guidance Document. This document outlines the requirements needed for CWCS's approval. The <br />Consultants will submit a draft plan to the City for oomments prior to submitting a draft to the CWCS <br />for pre-approval. During the pre-approval process, the CWCS will review the required elements <br />(with exception to the public review element) of the plan and provide feedback on what revisions, if <br />any, need to be made prior to the public review process. Following the public review process, the <br />Consultants will incorporate public comments and resubmit the Plan to CWCS for final approval. <br /> <br />The development of the Plan is divided into subtasks similar to what is indicated in the CWCS <br />Model Plan Template. These subtasks list the items that need to be induded in the Plan for CWCS <br />approval. Where appropriate, the Consultants will use previous studies induding the 2004 Raw <br />Water Master Plan by Clear Water Rights, Inc. and the 1999 Water Master Plan prepared by <br />RlW, Inc. <br /> <br />Step 1 - Profile the Existing Water System <br /> <br />Purpose <br /> <br />The activities described under this task will provide infonnation on the City's existing water supply <br />system. <br /> <br />Approach <br /> <br />1 .1 Profile physical characteristics of the existing water supply system <br />Clear Water Rights, Inc. will describe the physical characteristics of the City's water <br />system using Worksheet 1-1 as a guide. Included in the summary will be key system <br />characteristics, geographic area served, population and connections served, types of <br />key water users, key existing facilities, and water demand by customer type. RTW, Inc. <br />will assist in water system discussions. (Only information readily available will be <br />provided, Estimates/assumptions will be made on the other information vs <br />developing/researching missing information), <br />1.2 Identify all water sources <br />Clear Water Rights, Inc. will identify and describe all of the system's water supply <br />sources including attributes, age, seniority, and conditions of its use.
