Background characteriziflg the water system, potential growth and any other
pertinent issues that relate to the stated evaluation criteria.

a) Per capita water usage is shown on Table 1. This information was generated
from measured City water use data and population informalion from tile Colorado
Department of Local Affairs. CDOLA uses Census data as well as research
performed by the Slate Demography Office.

b) Population data is also shown on Table 1. Future projections are based on
3% population Increase per year, which is the best estimate considBfing the
polential development projects the City has in the queue.

c) Since the City is already at a relatively low per capita usage, its goal would be
to continue education, enforce watering restrictions and investigate other
programs such as rebates for low-flow devices to sea if the per capita usage can
be reduced to approximately 125-130 gpcd. As the City grows, waste is likely to
increase, so the City realizes the importance of remaining committed to waler
conservation. The largest water users within the Clly are Industrial users. The
City will collaborale with these entllies to Improve water eHidency where
possible.

d) The City of Fort Lupton water utility has adequately prepared for fulure
development.
